Finds EPA Sec Pruitt violated Fed Laws
The GAO issued an eight page letter on April 16, 2018, from

re: EPA Sec Pruitt’s Privacy Telephone Booth
Lawmakers: “Specifically, you ask whether EPA obligated FY 2017 funds in a manner consistent with section 710 of the Financial Services and General Government Appropriations Act, 2017 (section 710) and the Antideficiency Act.1”
After what appears to be a thorough investigation by GAO, their general counsel determined in their CONCLUSION:
“EPA violated section 710 of the Financial Services and General Government Appropriations Act, 2017 when it failed to notify the Committees on Appropriations of the House of Representatives and Senate prior to obligating in excess of $5,000 to install a soundproof privacy booth for the office of the Administrator during his period of appointment. Because EPA used its appropriations in a manner specifically prohibited by law, EPA violated the Antideficiency Act. EPA should report its Antideficiency Act violation as required by law.” (emphasis added)
